The Investigation Findings

A comprehensive 300-page report released by the state police investigation brought to light some crucial details surrounding the accident. Both Williams and Mustafaj had been under the influence of alcohol, with blood-alcohol levels nearly twice the legal limit. Williams, aged 39 and a dedicated Democratic representative, registered a blood-alcohol level of 0.159, while Mustafaj, the wrong-way driver, had a blood-alcohol level of 0.137.
